Don't know about Phantom driver.

You see that error because sudo resets environment variables, including ROS_MASTER_URI.

Anyway, running V-REP as root cannot be of any help, so don't do it.

The goal configuration is out of bounds.

I changed state space bounds to:

ss={simOMPL.createStateSpace('2d',simOMPL.StateSpaceType.pose2d,robotHandle,{-1.5,-1.5},{1.5,1.5},1)}
and it began finding the solution.

This looks like a ROS problem and not a V-REP problem.

You can use print(), or you can use sim.pauseSimulation and then use the LuaCommander plugin to execute Lua code interactively like in a normal debugger (remember to select the correct script context).

joint_state.velocity is an array.

Perhaps you wanted to do sim.setJointTargetPosition(j2_handle, joint_state.velocity[1]).

The RosInterface plugin requires ROS.

Moreover, it is not possible to run V-REP's (RosInterface's) ROS node without V-REP.
