Pan camera bugs

Hello, just want to report a bug I found.
Apparently my pan camera isn't functioning as it supposed to.
Sometimes it works as a rotate camera.

Is it a bug or a graphic card driver related problems

can you post the scene? Otherwise it is almost impossible to say what's going wrong.

Never mind it is solved by copying all the object to new scene. Apparently it only occur in the scene below.
