Hello, id like to request the implementation of the E-puck robot of the IR communication system through which they can estimate the distance(range) and angle(bearing) of other E-puck robots, by using IR communication ring.

you will have to implement this yourself. This is a function that can be added quite easily, via various mechanisms supported in V-REP. See the answer to your other post.
