Change values via mouse wheel

If there was one single feature I would like as far as UI is concerned, it would probably be able to modify values via scroll wheel. Rather than clicking inside a box and using the keyboard to enter a specific value(which of course is also needed at times), I'd like to select an object, click a value field, such as 'Target nominal velocity', hold down a modifier button such as CTRL then mouse wheel up/down to change the value. This may present a challenge if separate fields desire different incremental changes, however overall I think it would help. Separate modifiers could even be used to change the values at different increments, or possibly some optional settings.

If this already exists I apologize, I've looked and couldn't find a way to do this.
