I'm not sure if there's a very easy explanation for this, but I've been struggling for way too long.

How do I actually import a 3DS file (I am on Windows)?
Going to File > Import > Mesh... only allows me to select (*.obj *.dxf *.stl) but not *.3ds.

3DS is not supported anymore unfortunately. You will have to use a format conversion application.
