yes, you can simulate a boat in V-REP. Basically for everything that involves objects in/under water, you should apply buoancy and drag forces yourself. This is not too complicated. Have a look at how things were done in the swimming snake model Models/robots/mobile/ACM-R5.ttm (but that robot next to the scene floor, and it will start swimming).
