How to use Joint\Control propertiy \ Spring-damper mode?

I have configure the revolute joint to Torque/force mode --> Spring - damper mode. But it does not move.
may I ask for the tutorial of the mode configuration?

Hello,

is your joint dynamically enabled? I.e. during simulation, do you have a bouncing ball next to its icon, in the scene hierarchy?
