I have a wheelchair(URDF format) which is able to move. I would like Bill to handle the hold of the wheelchair and move with it. How can I achieve this?

first of all, be aware that the human model in CoppeliaSim is a keyframe interpolation, i.e. it is not dynamically simulated. Knowing that, you will have to use a static model of your wheelchair attached to e.g. the torso of the human model. i.e. similar to having the wheelchair glued to a part of the human model. This will not look realistic.
The alternative of having a human simulated dynamically (as a robot), grasping the wheelchair and walking around is much more difficult to achieve.
